A Data-Driven Anti-Scam Ecosystem: Cross-Sector Dialogue Connecting Education, Policy, and Enforcement

The Anti-deception Alliance (Education) is proud to mark its first anniversary with a high-level ceremony and forum that brings together leaders from education, government, and law enforcement. This exclusive, invitation-only event will serve as a platform for cross-sector dialogue on building a resilient, data-informed ecosystem to combat scams targeting youth.

The seminar will feature a high-level dialogue on the theme “A Data-Driven Anti-Scam Ecosystem”, drawing on insights from our recent Susceptibility to Scam Assessment Survey and real-life case studies. The discussion will explore scam dynamics from both perpetrator and victim perspectives, and examine the intersections of education, policy, and law enforcement. Our esteemed panelists will share their reflections on current challenges and offer forward-looking strategies for building a more resilient society.
Between March and May 2025, the Alliance conducted the Susceptibility to Scam Assessment Survey. According to available information, it is currently the world’s first large-scale regional study spanning students from Primary 4 to postgraduate level in similar context. With nearly 10,000 valid responses, the findings reveal critical insights into youth scam susceptibility in the digital age.
These findings underscore the urgent need for systemic educational responses.
This milestone event is a testament to the growing momentum behind anti-scam education in Hong Kong. We invite our distinguished guests to join us in shaping a safer, more informed future for our youth.
